Should an employee's work provided cell phone allowed to be used for personal calls during the week and weekends?

I believe that if the phone will be used for both personal and business then the bill can be split in a 50/50 fashion so that that company is helping to pay for the phone usage used for work but the employee is also paying for the usage that he/she uses. Companies and employees should begin to work together to start balancing all of the issues that effect both the employee and the company.
