Should a design/advertising firm use a single rate or multiple rates depe ding on the nature of the work (account management, design, pre-press, etc)?

I suggest having rates specific to the title of the position. For example, specific rates for Account Management, Design, Senior Designer, Graphic Designer, Project Manager, Producer, Jr. Producer, etc...

You'll likely want to update your rate card once a year.

I agree with having var rates. There are formulas, 3 times salary of person, is one example. This allows you to take on jobs and pass them down if the budget doesn't allow for senior people to be involved.
