Is there a difference between SEO and SEM?

What are the benefits of using a company to search engine optimize your website? I work for a small business who has recently received repeat offers from several companies, I have been asked to investigate as I run the IT department.

The company by the way is very non-technical in nature.

What service do you recommend I start my research with?

If SEO and SEM do differ completely, please expand on each terms value to cost benefit.

There is a difference between SEO & SEM.

SEO is an abbreviation for Search Engine Optimization. SEO focuses on optimizing web pages for search engines. SEO can be done using tags, keywords, meta tags, quality content, and complying with standard development practices.

SEM is an abbreviation for Search Engine Marketing. SEM is not done on the site's pages. Common examples of SEM are: Paid advertising (Google AdWord or Yahoo! YSM), article syndication and link building. SEM will do little long-term good without SEO.

A related interesting question is which is more valuable, SEO or SEM. My thought on the matter is that SEO is far more valuable. If you create content people, people will find it.
