Here's a place where you can look up average credit score by state:

http://www.nationalscoreindex.com/USScore.aspx

Another site where you can compare regions within a particular state:

http://www.nationalscoreindex.com/AreaScore.aspx

This may not tell you exactly how many people have poor credit in Michigan, but it can give you a general idea of credit scores within the state.
