This colleague has attempted to talk with the administrator and has gone to higher-ups, with little success. Now he just wants a sounding board. What is my best option since this administrator is also my evaluator?

Does your colleague have evidence of the harassment? If so, it seems like he could take this to a lawyer who specializes in employment law.
If there's no other action he can take, maybe it's time to transfer to another department or supervisor. You're in a dangerous position - even if your colleague is truly being treated unfairly and you want to support him - since the administrator is your evaluator too. If you don't have any problems with the person (and you want to stay in your position), better to not make any waves. I think it's best to make some boundaries and explain to your colleague why you can't get involved in the matter anymore, even if it's just as a sounding board.
