Fraud on association payment dues

Would like to have the statute which includes Real Estate Condominium association fraud. A corporation LLC purchased seven units in a condo association and has never paid dues or assesments for the last one year and a half and has done the same to other association in Southwest Florida. Local authorities will investigate if they can identify the statute this corporation has violated.
The reason we suspect fraud is because this corporation is keeping their mortgages payments while not paying their dues until their units are flipped.
At this point they owe our association about $150,000.
